A hundred keywords would be absurd here. Twenty is generous. The correct plan is small, the correct page count is small, and the correct expectation is a handful of high-value inquiries a year rather than a changed phone.
What makes it worth doing at all is that the competition has largely not bothered. A safe technician who publishes four genuinely useful pages can occupy this niche almost uncontested, and it stays occupied because nobody else is trying.
If a marketing agency has told you this segment is a growth opportunity requiring their largest package, that is worth remembering when they tell you other things.

This constraint is more binding here than anywhere else on the site, because the searches that ask for that material genuinely exist and some of them have volume. We are declining traffic on purpose and we would rather say so than pretend the trade-off is not real.
It is also commercially correct. A technician whose public material reads as instructional is a technician a bank branch will not call, and this is a segment where discretion is most of the product.
